Badra Gunba: Abkhazia Needs Its Own Breakthrough Solutions to Boost Budget Revenues, and Russia’s Experience Can Help

Daniil Egorov, Commissioner of the FTS of Russia, met with President of the Republic of Abkhazia Badra Gunba, Prime Minister Vladimir Delba, and Minister of Taxes and Duties Edgar Benia.

The President described the FTS of Russia as one of the best and most advanced in the world. “The methods and tools used in your work yield highly effective results, ensuring both a stable budgetary system and dynamic economic growth,” noted Badra Gunba. He also emphasized that Abkhazia needs its own breakthrough solutions to boost budget revenues, and Russia’s experience can help achieve this.

In turn, Daniil Egorov praised the timely and accurate implementation of joint projects: “For us, and for me personally, your invitation is a great honor. It is also a great privilege to work with your highly professional tax service team. The team is very strong, and the projects we agreed upon at the beginning of the year are already being implemented exactly on schedule. Staying strictly on track is crucial.”

On June 1, 2026, a pilot project for the Online Cash Registers Control System was launched in Sukhum, as well as in the Gagra and Gudauta districts. Participants include representatives from the tourism sector, the food service industry, retail, and gas stations. “This is just the first stage, but it is a very serious challenge for the country's economy; we have seen this from our own experience. Naturally, it is important for us to pass on what we already know. However, we clearly see that our colleagues are adapting these technologies to best suit your country's needs. This makes the technology even better. In time, we will be learning from your experience, as your technologies will be more adaptable and advanced than those we introduced at home some 10 years ago,” noted Daniil Egorov.

The Agreement on the Provision of Gratuitous Technical Assistance by the Russian Federation to the Republic of Abkhazia for Improving the Tax Administration System covers other projects as well. For instance, an Automated VAT Control System is gradually being implemented in parallel. “I am absolutely convinced that these systems will ensure both fairness and revenue growth, allowing the state to fulfill its functions and obligations to the people effectively and with confidence. At the same time, we see the significant attention being paid to making this rollout as seamless and convenient as possible for taxpayers. Thank you very much for this cooperation. We are very pleased to share our accumulated experience with our colleagues,” stated the FTS Commissioner.

Vladimir Delba specifically noted that the new Online Cash Registers Control System is being implemented taking into account the specific features of tax administration in Abkhazia: “This is a best practice today, which certainly must be fully studied and rolled out across the republic.” Its application will not only generate additional budget revenues but will also help formalize a segment of the economy.

According to Edgar Benia, the introduction of online cash registers and VAT control systems is timely. They will ensure comprehensive tracking of financial turnover and monitor VAT payments. The result of their implementation and use is a reduction in the administrative burden on businesses, as well as a simplification of interactions between tax authorities and taxpayers.

“The specialists coming to us are providing Abkhazia with invaluable assistance. We see and appreciate not only their professionalism and expertise but also their sincere desire to help our country develop,” noted Badra Gunba, concluding the meeting.

 During the visit, Daniil Egorov and Edgar Benia also visited the participants of the pilot project, observed the Online Cash Registers Control System in practice, and discussed the experience of its application with business representatives. “The technologies that can be built upon this system will simplify tax administration, ensure fairer revenue collection, and provide clearer, more transparent economic insights. A vast number of services can be created on this basis. This is just the beginning. It is certainly a difficult journey, but it is definitely worth it. I wish my colleagues every success,” stated Daniil Egorov.
